Euro-Mediterranean: The Green City. In Rafah, a project to impose a forced ghetto on Palestinians in Gaza


The Euro-Mediterranean Human Rights Monitor reiterated its warning about the dangers of the Israeli-American agreement to establish the so-called “Green City” in Rafah, southern Gaza Strip, which is presented as a solution for housing Gaza residents displaced for over two years and living in dilapidated tents.

In a press release issued Friday, the Monitor indicated that the plan—details of which it had previously revealed—poses serious risks, including the imposition of arrangements that could effectively lead to the displacement of Palestinian residents from their original homes and the transformation of large parts of the Gaza Strip into closed military zones under the direct control of the Israeli army.

The Euro-Mediterranean Monitor stated that it followed with grave concern the reports in Israeli media about the agreement reached between US President Donald Trump and Israeli Prime Minister Benjamin Netanyahu during their recent meeting to proceed with the plan. The plan includes the construction, in its first phase, of prefabricated buildings resembling caravans, intended for Palestinian residents.

According to these media reports; The Israeli army, along with contractors, is working to clear the entire area under Israeli control, removing rubble, leveling the land, and preparing it for the construction of this city. These preparations are expected to accelerate in the coming period.

The Euro-Mediterranean Human Rights Monitor noted that this plan is yet another example of the failure to address the consequences of the ongoing genocide perpetrated by Israel in the Gaza Strip. It proposes unrealistic ideas aimed at demographic redistribution in the Strip, altering its composition, and imposing a new reality based on control, domination, and humiliation, without offering any real solutions to the suffering of civilians.

The Euro-Mediterranean Monitor recalled the experience of the “Gaza Humanitarian Organization,” which established aid distribution centers in Rafah that quickly transformed into sites of killing, abuse, arrest, and enforced disappearance, resulting in the deaths of thousands of civilians.

The Monitor emphasized that the Green City plan perpetuates a reality of long-term illegal control and de facto annexation of land by force, imposing forms of unlawful collective imprisonment of the civilian population, in clear violation of international law and the Palestinian people’s right to self-determination.
